The server.properties file generates in the server root working directory immediately after the server jar runs for the first time. Open it with any plain text editor to modify world rules, networking ports, and general server configurations.
Changes made to server.properties while the server runs do not apply until you shut it down with /stop and reboot. Vanilla Minecraft does not include a command to reload this configuration file dynamically during runtime.
Leave the server-ip= line blank in almost all configurations so the server binds to all local network interfaces automatically. Entering your external public IP address will prevent the server from starting and cause a bind exception error.
Setting online-mode=true forces the server to verify each connecting account with Mojang servers, which ensures valid player skins and unique UUID values. Setting it to false disables authentication checks and allows unverified offline accounts to connect.
Vanilla Minecraft does not configure inventory retention inside server.properties because gamerules are saved in level.dat. You must enable it directly in the console or in-game by running the command /gamerule keepInventory true.
